Would it seem fair to suggest that the difference between a Policeman and a Police Officer is this:
A Policeman/ woman works to help protect people and their property and are civil servants - there to serve civilians, on behalf of civilians.
A Police Officer works for a corporation (yes, a corporation), to collect fees for that organisation, hence being an "officer" in a police "force".
Many years ago a policeman would describe himself as the policeman above and be a popular part of any community, there to help when needed. When not needed he/ she would check on elderly people, listen to peoples problems, pop in to the post office for gossip and make himself USEFUL to the civilians he represents.
Today, would a police officer not describe himself as an officer above? He/ she sits in an office tending to paperwork. Why? To make sure targets are met for future budgets. Does he/ she feel popular walking down the street in uniform? Doubt it. There to serve the public? No, there to serve the corporation on behalf of the corporation.
What happened?
How did Policemen become police officers without them or their public understanding it was happening?
Policemen used to be proud to represent their communities and interact with them. Now many police officers have to spend what little time they have away from the office, harrassing motorists for minor offenses such as no TAX and being aggressive to intimidate people into paying fines.
We are usually about 10 years behind the states. Check out this video of police officers going to extremes to extract money for their employers.

"THEY" keep the "officers" with the power collecting the money, and plonk support officers on the streets with few "powers" to protect the civilians. No offence - at least support officers are liked - their lack of power makes them more like equals and less intimidating, the way it should be.
Do you ever get the feeling we're all being conned?
Incidentally, if you weren't aware, our courts, bank of England, schools, hospitals and government are all corporations. Even the UK itself is listed on the stockmarket! - look it up yourself if you don't believe. Who owns them? Look as hard as you like and you'll never find that out.
Is anyone else seeing the bigger picture here?
